Recording and Future Strategy of 30 Years in Cultural Technology Field

Dr. Kim Dong-hyeon, who has observed the Korean cultural technology (CT) and digital content industry field for 30+ years, has published "2nd Korean Wave Revolution" -- an analysis book examining the past and future of Korea cultural industry from policy, industry, and technology perspectives. The author designates President Kim Dae-jung 1998 "Cultural President Declaration" as the starting point of the first Korean Wave revolution -- evaluating that the "support without interference" policy and opening of Japanese popular culture created the momentum for K-Culture growth. Based on this success experience, the author views President Lee Jae-myung 2025 "5 Major Cultural Powers Declaration" as the second Korean Wave revolution and proposes future strategies. Most notable: the proposal to expand K-Culture to the Asian cultural sphere -- named "A-Culture (Asian Culture) Initiative"; arguing that long-term cultural competitiveness requires joint utilization and cooperation structures for Asian cultural resources. The author argues "to sustain Hallyu success, we must move beyond Korea single-nation-centered expansion." The "Virtual K-Culture City" concept: a new platform model for AI and VR environments -- analyzing existing metaverse platform limitations and proposing specific design for spaces where future cultural consumption and creation will occur. Dr. Kim background: led virtual reality research at KIST and ETRI; served in cultural technology policy positions including game support center director; currently engaged in Korean Wave 2.0 policy consulting.
